Assuming you are already on ads manager “Create New ad set” You:

1. first need to choose the country/city/geo area where you want your ads to appear, then

2. Scroll down to Detail targeting and type: “Ex-pats”

3. A list of some ex-pat countries will appear. Not all countries but some.

4. Viola! You are targeting people from a specific country but who now live in another area.

If the ex-pat country you want to target does not appear on the “ex-pat” list, then a workaround is to choose interests that only matter to your ex-pat community. Example: If I want to target Vietnamese living in Australia then you may want to create an ad to be viewed in Australia but only to people interested on BBC Vietnam, etc.
